RMCC / MedComm Oversight

Medical Direction

Dr. James Creel provides Medical Direction for Chattanooga MedComm as well as oversight of the Base Station Resource Physician (BSRP) Program. Dr. Creel is well known in pre-hospital and hospital communities having been involved in the early concepts of Basic Trauma Life Support and numerous other national programs.  He serves on the Clinical Issues Committee of State E.M.S.  He plays an active role in many services, spending many hours each month either in a response mode or involved in the C.Q.I. process. Dr. Jim Creel is also the Chief of Staff for Erlanger Health System and Program Director for the University of Tennessee College of Medicine Chattanooga Emergency Medicine Residency Program.

Dr. Creel relocated to Tennessee several years ago, having graduated from the University of Texas in 1964.  He received his M.D. from The University Autonoma of Guadalajara, Mexico, and served his internship at McGill University, St. Mary’s Hospital in Montreal, Canada.  He is certified as a Diplomat, American Board of Emergency Medicine and a Fellow of the American College of Emergency Physicians as well as Board Certified Sub-Specialty Undersea and Hyperbaric Medicine.  His hospital emergency department experience covers from Montana, through Georgia, to Tennessee.  He is married, has five children, and enjoys hunting and other outdoor sports.

Chattanooga MedComm Operations Committee

The responsibilities of Chattanooga MedComm Operations Committee are to initiate policies and standards as it relates to the operational features of the Chattanooga MedComm.  The committee works towards common protocols and maintains quality assurance and improvement programs to monitor the standard of care of pre-hospital medicine in the local area.

The committee is comprised of the following:

- MedComm Medical Director

- MedComm Management Team

- Local Primary 911 EMS representatives.

- Local Hospital Emergency Department Medical Directors.

This committee may be expanded or contracted as mission needs change.

RMCC Council

The mission of the RMCC Council is to serve as an advisory committee to the RMCC in an effort to facilitate continuous quality  improvement of the Regional EMS System.

This RMCC Council consists of:

  • EMS Directors or designees

  • Hospital Administrators / CEOs or designees

  • Regional EMS Consultant

  • Regional Hospital Coordinators

RMCC Executive Committee

  • Consist of 13 members appointed to conduct meetings.

  • Presence of 7 members constitutes a quorum for business transaction.

  • Executive Committee will vote on all matters presented for a decision by the Council.

  • Committee will elect a Chair & Vice-Chair

  • Four EMS Directors or designees initially appointed by SEEMSDA.

  • Four Regional Hospital Administrators or designees selected by the Regional Hospital Coordinators.

  • One representative from the RMCC

  • One representative from a 911 Center

  • One representative selected from the Level One Trauma Center.

  • One representative selected by the region's Comprehensive Regional Pediatric Center

  • One representative currently serving as EMS Medical Director.

Quality Assurance

An online form is provided and to be completed by any EMS or emergency department personnel that are in the Chattanooga MedComm System.

If a problem has been encountered result of contact with Chattanooga MedComm, or if there are any suggestions that you may have for the improvement of MedComm's services or operations, please complete this form. This form will be immediately forwarded to the MedComm Management Team for review.
